For a millennium the city of Otosan Uchi was the capital of the Empire, the heart of Rokugan and the Emperor's holy seat of power. But scant years ago the Dark Lord's armies arrived, drawing upon an ancient power within the city to awaken the Ninth Kami, Fu Leng. Declaring the city cursed, the Lion Clan reduced the Empire's proud captial to rubble. Many areas are now corrupted by the Shadowlands Taint and completely uninhabitable. Only the bravest and most foolish dare enter Otosan Uchi now, making it the perfect place from which Iuchiban may conduct his war against the Empire.

The brother of a former Emperor, Iuchiban relishes the irony that the Imperial City is now his. In a fortress of blackened iron he looks out upon Rokugan, marshalling his forces, preparing for the final strike against the Righteous Emperor.
